0) Partners in Crime arrive!
PIC appears to be a 5 Aura Legendary version of Roman Torchwick. I have not yet seen him in game.
PIC has identical HP, Attack, DPS, and Active Ability (pull+stun) to a normalized-level Torchwick (1 legendary = 4 epic).
What makes PIC stronger than regular Torchwick is his Passive Ability: Neo Rescue. The first time that PIC is reduced to 0 HP, Neo teleports him back to your Core, and restores him to 50% HP.
Since it's a legendary card, most players will not have access to PIC. However, he seems very powerful as he is basically two Torchwicks for the price of 5 aura.

1) Penny Polendina no longer stands in place while casting her ability. A successfully activated ability will not be affected by Penny's death or disability.
This dramatically changes Penny's powerlevel and optimal placement. When facing a backline Cinder, now you can foward-place Penny and cast her ability to hit tower + Cinder. Penny's body will force Cinder to stop moving and attack her, causing Cinder to stay inside the damage zone and die. You trade 4 aura for 4 aura, but Penny chips for 275 while Cinder chips for 120.
Penny's chip damage is now truly unpreventable and uninterruptible, similar to the Poison spell from CR.
And Penny is actually playable against Neo clone swarms now. Even if Neo clone kills her, it no longer stops the ability.

2) Glynda no longer stands in place while her tower is deployed. Once her tower deployment is started, it will continue even if Glynda is killed.
This effectively changes the "cast time" of Glynda's tower from the full deployment time of 3.0s to Glynda's cast animation of ~0.3s. It does not alter the deployment time, which means that her tower is still too slow to respond to Beowolf Pack.
When played defensively, Glynda gets an extra ~2.7s of autoattack time, which is slightly more than 1 autoattack... that's worth ~217-255 damage. A decent buff but not overwhelmingly strong.
Where this buff really shines is when Glynda is played offensively. Even if the enemy turret kills Glynda before her tower finishes, the tower will still appear and shoot the enemy turret. This dramatically improves Glynda's offensive power.
I absolutely love this change. Amity Arena needs more offensive/defensive balance.

3) Queen Lancer summon interval decreased from 12s to 9s, death ability increased from 3 to 4 Lancers.
This is a straight up +33% buff to Queenie's summoning ability. A reasonably placed Queen can now expect to summon at least 8 Lancers over its lifetime, ~6.6 Aura worth of bees. And if the opponent fails to defend Queen properly she can summon truly frightening numbers of bees.
Queen is still ridiculously expensive at 8 Aura, but it feels like much more of a threat.

4) Ilia aura cost 3 -> 2, MOV SPD Normal -> Fast, ATK SPD 1.2 -> 1.1. Attacking reveals her when the attack hits (not when it starts).
Wow. What a buff. Just wow.
At 1533 HP for 2 Aura, Ilia now boasts an astounding 767 HPA, greater than Vjaune (636) or 4xAK130 (747) and second only to the Ursa Major (984).
Her DPS went from 135 -> 147. Measured as DPS-per-aura, 73 DPA is surprisingly good. It's better than Vomit Boy Jaune (65) or Griffon (70), and worlds better than Adam (51) or Cinder (47). Out of single units (not squads) only Roman (78), Nolan (85), Neo (88-114) Ren (99), and 4xSun (161) exceed her DPA.
The improved stealth and move speed only improves her further.
At 2 aura, Ilia's stats are so unbelievably high that it makes you wonder why they don't buff other single-target melee. You could literally remove her Stealth and Movespeed and she'd still be more aura-efficient than Vomit Boy Jaune.
Ilia's super high HPA makes her a brick wall on defense. At 2 aura, she can now substitute for Neon when defending against 3-aura pushes like WFS or Ren.

5) The Plaza Returns!
It opens for 1 hour out of every four hours, so there are six opportunities a day to get in there and socialize!
I absolutely freaking love the new Plaza. It is gorgeous, functional, makes it easy to add friends, and it even lets you spectate other player's friendly and ladder matches. I cannot overstate how cool that is.
The Plaza is really freaking cool!
To the best of my knowledge, none of the other tower-clash games provide an in-game social space where you can run around, watching one player's match, chatting with other players, and having a friendly match of your own.
It reminds me of the "duel areas" outside Stormwind and Orgrimmar (i'm assuming those are still there, haven't played World of Warcraft in many years) which are a dual purpose social hub and friendly-PvP meetup.

Edit: Fixed the Arena 8 rewards (2 epics in the last slot, not one). It appears that the rewards are the same for everyone, although obviously the contents of each random roll or random crate are different.

I have yet to play it with the new Weiss character but it's nice to have more than one option.

9) Super Summer cash bundles
Buying the $20 bundle no longer prevents you from buying the $10 bundle, which means that a lot of "monthly subscribers" are about to up their spend. Nefarious! Devious! And remarkably good value for those who are indulging themselves in spend.

My overall impressions are that this is an excellent patch. It certainly doesn't fix everything, and doesn't even begin to address all of the problems with the game (namely swarm meta, neo tower damage, and Legendary rarity)... but it's still a very good overall patch.
The Plaza is my favorite feature that differentiates Amity Arena from other games, and it is beautiful.
